Las famosas "reformas estructurales"

Cuando el PAN y la “derecha” en México hablan de las reformas estructurales, habla como si estas están plenamente definidas. Cualquier modificación a su definición de reformas estructurales es estar en contra de ellas; sólo si se aprueban como ellos las definen el país se salvará. Lo que olvidan es que cualquier cambio que se les haga es una reforma, sin importar de qué corriente de pensamiento vengan. Toda corriente política tratará de imponer algún tipo de reforma y lo importante no es imponer sino negociar mejoras a las distintas reformas ideológicas. A mi gusto el principal fracaso del sexeño foxista fue el intento de imponer reformas sustanciales sin que éstas tuvieran un respaldo ni de la clase política ni de la población. Esto no debe de sorprendernos, en casi ningún país se ha logrado cambios radicales de la noche a la mañana. Sólo veamos el caso de Suiza, que no aceptó integrarse a la Unión Europea (UE) en 1992. La tecnocracia en México

Ponencia presentada en la conferencia: " América Latina: Neoliberalismo, cambio estructural social y articulación política. " en la Universidad de Marburg, 6 y 7 de junio del 2007. Hablar de tecnocracia en México se refiere a hablar del salinato. Los tres presidentes posteriores a Salinas se han distanciado por complete de dicho termino. Sin embargo, la idea tecnocrática sigue vigente en la actualidad. Por el gran impacto del salinato voy a enfocarme más en él, y resumir las otras dos corrientes de forma breve. Tomando la concepción de tecnocracia de Sarah Babb (1998) se puede considerar tres etapas de la tecnocracia en México. En primer grupo de tecnócratas se creo en los anos sesenta, cuando el banco Mundial, el FMI o la FAO ofrecieron gran cantidad de becas de posgrado en el extranjero para estudiantes de economía.
